Best Practices


  • Background checks for all staff members and independent contractors upon hire.  Selected reference checks, especially if the person has not been in the community for the previous several years.
  • Background checks for volunteers upon application.  Selected reference checks, especially if the person has not been in the community for several years previously.  Selected reference checks if the person is not known by one of the staff.
  • Completion of an application form (sample available) including:
    • Current personal information - name, address, phone, etc.
    • Information about criminal history.
    • Alternate names.
    • Residence information - could be up to ten years previous.
    • Personal and/or business references.
  • Implementation of the 'two adult rule'.  This rule states that a child or student should not be alone with one adult at any time with the exception of a counseling session.  The two adults should not be married to each other.  Especially that no new volunteer be alone with a child/youth until they have been volunteering for at least one year.
  • Annual training for staff, independent contractors, and volunteers who will have access to children and youth.  This should include a statement for each to sign indicating they understand and will comply with the Child Care policy and procedures.
  • Detailed child check-in, check-out custody system.
  • A "cold eyes" facility and policy review by those outside the ministry areas involved.  This includes a walk-around audit of the facilities being used to ensure that the facilities provide visual and sound access to all areas where children and youth activities will be conducted.
  • Confidential file for background checks / reference checks with access restricted to Pastor and very few lay members.
  • Parental permission forms for any situation where an adult might be alone with a child/youth and for any instance where a child/youth will be transported during a church-sponsored function.
  • A staff point person to maintain and hold all personal information as well as to serve as a resource for keeping up with changes to the law.
  • A specific form for potential drivers of children or youth.  This must be completed yearly.
  • Procedures for reporting suspected abuse cases.A committee to review reports, make recommendations, and follow-up.
