Environmental Factors

Research shows that suburban churches are more often targets of predators than urban churches. (reference ?????)

Research also shows that the highest risk for a predatory attack occurs in the first year of a volunteer's service. (reference ????) Volunteers who have been involved for more than five years are therefore less risky. In a new church however, everyone is new and therefore must conform to the policies.

Laws are getting tougher as society is reacting to publicized incidents of abuse, especially in churches.

More lawsuits are being filed.

Parents are more aware and are demanding protection of their children.

Other instituions like schools, scounting, and others are implementing Child Care policies, leading predators to move to organizations/situations where protections are weak or non-existant.

In an environment where multiple languages are spoken, forms, training, etc. should be provided in all of the relevent languages.
