Finance Outline 1.2 A new church faces many challenges. A well organized financial function early on will assist the members to answer “when” and “how” questions. “Where do we stand?” “Where are we going?” “What are our goals?” “How are we going to do that?” “How are we to be good stewards of the resources the Lord has provided?” 1.3 The activities involved are basic – receiving and spending funds, paying employees, record keeping, safeguarding church assets, and forecasting and budgeting. 1.4 The guide intends to make financial administration of the new church easier, more informative and less time consuming. 1.5 We want the guide to provide an overview of what needs to be done early. It is not intended to be a line-by-line detailed procedural manual. However, we believe that the references provided and examples given will direct a new church financial officer to more comprehensive instructions and examples. 1.6 This financial toolbox should be used as soon as the new church starts to handle money – very early in the church’s life.
