7.  Financial Issues

7.1  Some of the financial issues that the new church will face are:

How do we forecast cash receipts and budget cash disbursements?

How do we allocate limited resources among operations, physical plant, and benevolences?

What is the most effective way to utilize staff, volunteers, and consultants?

What kind of accounting software and system should we use?

How do we determine reasonable staff compensation?

7.2  It is not possible to develop boiler plate answers to the questions posed in 7.1  Each new church will need to determine its own financial direction.  It is better to err on the side of caution than to blue sky financial commitments that may lead to serious financial stress.  However, it is important to challenge the young church to grow and too tight financial restrictions tend to stifle growth.  Collectively, key laity and staff should detemine the new church's financial directions.  A spirit of compromise should be encouraged.  The new church should discourage dominance of church finances by one or two individuals.
