7.1 Lack of funds will be an issues. Researching equipment and software will require time and expertise. Finding volunteers to help with the work may be difficult. 7.2 If there isn't any money at all, operations can be started with only donated equipment. A volunteer can handle all the e-mail correspondence and perhaps the membership information on a home computer.
